European Commission launches €3.2 billion investment package to advance sustainable connectivity in the Western Balkans

Today, the European Commission has unveiled a substantial €3.2 billion investment package to support 21 transport, digital, climate and energy connectivity projects in the Western Balkans. This is the first major package of projects under the EU’s ambitious Economic and Investment Plan for the Western Balkans, which the Commission adopted in October 2020. The projects are designed to bring tangible benefits to all six partners in the region.

Over the next years, the Economic and Investment Plan is set to mobilise up to €30 billion of investments, as a combination of grants, preferential loans and guarantees. The Plan will help close the development gap between the European Union and the region and support the post-pandemic economic recovery. The Plan will also help to deliver the broader EU Global Gateway strategy, launched in December 2021.

European Commissioner for Neighbourhood and Enlargement, Olivér Várhelyi, said: “With this major investment package we are accelerating the delivery of the Economic and Investment Plan for the Western Balkans on the ground. We have identified these flagship projects in close cooperation with our partners. Better and more sustainable connections in transport, digital infrastructure and renewable energy will boost the economy, drive the green and digital transition of the region and bring a host of opportunities for people and businesses in the Western Balkans and across the EU. These investments will also speed up the integration of the region, in line with its clear European perspective.”

Today’s financial package includes €1.1 billion in EU grants from the Instrument for Pre-Accession Assistance 2021-2027 (IPA III), additional bilateral contributions from EU Member States and Norway, and favourable loans from international financing institutions. The €3.2 billion investment package is channelled through the Western Balkans Investment Framework (WBIF) – an EU-led multi-donor investment platform and the primary financial vehicle for implementing the Economic and Investment Plan in the areas of public infrastructure and private sector competitiveness.

The projects in this first package cover the Plan’s priority sectors:

Sustainable transport: Construction of major road and railway connections[1] in the region, including the Mediterranean, East-West, and Rhine-Danube corridors and the rail corridor between Skopje in North Macedonia and the Bulgarian border. These projects will facilitate regional trade, reduce travel times and spur sustainable economic growth, bringing great benefits for local citizens and businesses in the region.
Clean energy: Development of renewable energy sources with the construction of solar power plants and the Trans-Balkan Electricity Transmission Corridor, which will be instrumental for a successful clean energy transition in the region and will contribute to phasing-out of coal use.
Environment & climate: Construction of wastewater treatment plants, which are essential for the green perspectives of the region, and will help to safeguard the health and welfare of the people in the Western Balkans.
Digital: Development of rural broadband infrastructure to ensure universal access across the Western Balkans.
Human development:Construction of a new building of a university children’s hospital to increase its capacity and to include new diagnostic and treatment technologies.

Implementation will start soon after signing agreements with international financial institutions, expected during 2022 and 2023.

Background

The Economic and Investment Plan for the Western Balkans aims to spur the long-term recovery, accelerate a green and digital transition, as well as foster regional cooperation and convergence with the EU. Up to €9 billion in EU grants from IPA III is allocated for the Plan, which will mobilise an additional €20 billion of investments.

The Western Balkans Investment Framework (WBIF) is a joint financial platform of the European Commission, financial organisations, EU Member States and Norway aimed at enhancing cooperation in public and private sectors investments for the region’s socio-economic development, and contributing to the European integration of the Western Balkans. The WBIF is the primary financial vehicle for implementing the EU’s ambitious Economic and Investment Plan for the Western Balkans policy priorities and investment flagships.

Global Gateway is the EU’s contribution to narrowing the global investment gap worldwide in support of sustainable development. With this strategy, the EU is stepping up its offer to its partners with major investments in infrastructure development around the world. Over the next seven years, the EU and its member States will mobilise up to €300 billion in public and private investments in the digital, climate and energy, transport, health, education and research sectors. The Global Gateway will deliver sustainable and high-quality projects, taking into account the needs of partner countries and ensuring lasting benefits for local communities.

[1] The package announced today includes the investment projects submitted by Bosnia and Herzegovina, of which two are on the territory of Republika Srpska for road and rail connections along Corridor Vc. The Commission intends to sign the respective contribution agreements for these two investments, worth €600 million, only after the return to the full functioning of state institutions.

Countries adopted on Saturday a new global blueprint for tackling rapidly evolving forms of crime, as the UN’s largest gathering on crime prevention and criminal justice opened in Abu Dhabi with a call for stronger international cooperation. The Abu Dhabi Declaration was adopted by acclamation at the opening of the 15th United Nations Congress on Crime Prevention and Criminal Justice, bringing governments together around challenges ranging from cybercrime and fraud to the growing criminal exploitation of digital technology. The Declaration highlights an increasingly complex landscape in which services, infrastructure and technology can be exploited by criminals, including emerging trends described as “crime as a service” and “violence as a service”. At the same time, countries committed to making greater use of technology themselves, including by digitalizing justice systems and harnessing artificial intelligence in criminal justice responses. The Declaration stresses that safeguards must accompany those changes, including human oversight, transparency, due process and data protection. ‘Justice cannot be a privilege’ In a video message to the Congress, UN Deputy Secretary-General Amina Mohammed said the meeting was taking place at a time of profound change. “Justice cannot be a privilege. It must protect every person, uphold every person’s rights and leave no one behind,” said Ms. Mohamed. “This Congress is an opportunity to renew our shared commitment to justice and the rule of law, and to translate that commitment into action.” Countries are already being encouraged to put the Declaration into practice through the voluntary Pledge4Justice initiative, under which participating governments are announcing concrete, time-bound actions on crime prevention and criminal justice through 2031. From Kyoto to Abu Dhabi Opening the Congress, UN Office on Drugs and Crime (UNODC) Executive Director Monica Juma framed the gathering as both a response to a changing criminal landscape and a test of international cooperation. “Today, the world convenes in Abu Dhabi to reaffirm that the rule of law and criminal justice are essential to the safety and security of people and the planet,” said Ms. Juma. “At a time when confidence in multilateralism is faltering, let Abu Dhabi be a testament to international cooperation.” Five years after the previous Congress in Kyoto, Japan, Ms. Juma said the world had reached another “inflection point”, with technology and artificial intelligence advancing at extraordinary speed. The same platforms connecting billions of people can also connect criminals, she warned, while digital currencies can conceal illicit profits and digital tools can be used to deceive, manipulate and exploit. Technology, she argued, is not simply accelerating crime but changing its character, while organized criminal networks increasingly exploit weaknesses across borders and institutions. Tweet URL Protecting people as the ‘north star’ Behind those broad trends, Ms. Juma urged delegates to focus on the people most exposed to harm, including children recruited by gangs, women facing violence at home or online, people unable to obtain legal assistance and young people lured into scam networks with promises of a better future. “Protecting these people must be the measure against which we judge our efforts over the coming week,” she said. “It must be our north star.” She called for laws and institutions capable of keeping pace with changing threats, greater access to justice and legal aid, and technology that serves as “a force for good” rather than an accelerator of harm. And while welcoming the Abu Dhabi Declaration as a starting point, Ms. Juma stressed that its impact would ultimately depend on implementation. A week focused on justice Hosted by the United Arab Emirates, the Congress runs through 1 October under the theme Protecting People and Planet in the Digital Age. Some 119 countries are represented, alongside more than 40 justice ministers and other senior officials, with over 5,100 participants from governments, civil society, academia and the private sector. Plenary meetings, workshops, side events and exhibitions will run throughout the session. Organizers are also billing this as the most youth-inclusive Crime Congress yet. Young people are participating in workshops, contributing to follow-up efforts and taking part in a dedicated Youth Lab and art exhibition, following a Youth Forum held ahead of the Congress on 24 and 25 September. UNODC serves as secretariat of the Congress and will support implementation of the Abu Dhabi Declaration.
