A third of humanity could be on the move if climate change isn’t curbed, scientists say

Almost a third of all humans may have to leave their homes and migrate to cooler climates to avoid extreme heat if we don’t act to halt climate change or mitigate its effects, a new report warns.

This latest estimate of the potential number of people who may be forced to become climate refugees dwarfs all previous forecasts. As recently as September 2021, the World Bank put the likely figure at 216 million.

But now an international team of scientists have produced a report that warns that, if nothing is done to slow climate change, 3.5 billion people may have to leave their homes in the next 50 years to escape average temperatures of over 29C.

They say that even if global warming is restricted to 2C – which is 0.5C above the target set in the 2015 Paris climate agreement – around 1.5 billion people could be driven to become climate refugees from the hottest parts of the world.

“As the potentially most affected regions are among the poorest in the world, where adaptive capacity is low, enhancing human development in those areas should be a priority alongside climate mitigation,” the report adds.

What is the ‘human temperature niche’?

The study says that, just like other creatures on Earth, the majority of humans have tended to settle in places where the temperature range is optimal for human life – what the researchers call the “human temperature niche”.

“For thousands of years, humans have concentrated in a surprisingly narrow subset of Earth’s available climates, characterized by mean annual temperatures around 13C,” they say. “All species have an environmental niche, and despite technological advances, humans are unlikely to be an exception.”

“This strikingly constant climate niche likely represents fundamental constraints on what humans need to survive and thrive,” said Professor Marten Scheffer of Wageningen University, one of the report’s authors quoted in the Financial Times

But the scientists say that global warming caused by climate change is set to cause the geographical position of the human temperature niche to shift more over the next 50 years than it has moved in the past 6,000 years.

They calculate that every 1C rise in global temperatures will leave one billion people living in areas where temperatures exceed the human niche – and rising sea levels and extreme weather events will compound the impact on people in these regions.

It’s not too late to curb climate change

“Migration can have beneficial effects to societies, including a boost to research and innovation. However, on larger scales, migration inevitably causes tension, even now, when a relatively modest number of 250 million people live outside their countries of birth,” the report adds.

The scientists insist that the events they describe are not inevitable. “It is not too late to mitigate climate change and to improve adaptive capacity, especially when it comes to boosting human development in the Global South,” they add.

“The good news is that these impacts can be greatly reduced if humanity succeeds in curbing global warming,” said report co-author Professor Tim Lenton of Exeter University, in the Financial Times.

What’s the World Economic Forum doing about climate change?

A warning to world leaders

In a timely warning to world leaders, the report says the financial and human impact of large-scale migration must not be ignored when calculating the cost of tackling climate change.

It adds that the parts of the world likely to be most affected by climate change are also the regions where population growth is likely to be more rapid.

“The bottom line is that over the coming decades, the human climate niche is projected to move to higher latitudes in unprecedented ways,” the report says.

“Climate action failure” was the most impactful and the second most likely long-term risk to the future of the world identified in the World Economic Forum’s Global Risks Report 2021 which described climate change as an existential threat to the planet.

Countries adopted on Saturday a new global blueprint for tackling rapidly evolving forms of crime, as the UN’s largest gathering on crime prevention and criminal justice opened in Abu Dhabi with a call for stronger international cooperation. The Abu Dhabi Declaration was adopted by acclamation at the opening of the 15th United Nations Congress on Crime Prevention and Criminal Justice, bringing governments together around challenges ranging from cybercrime and fraud to the growing criminal exploitation of digital technology. The Declaration highlights an increasingly complex landscape in which services, infrastructure and technology can be exploited by criminals, including emerging trends described as “crime as a service” and “violence as a service”. At the same time, countries committed to making greater use of technology themselves, including by digitalizing justice systems and harnessing artificial intelligence in criminal justice responses. The Declaration stresses that safeguards must accompany those changes, including human oversight, transparency, due process and data protection. ‘Justice cannot be a privilege’ In a video message to the Congress, UN Deputy Secretary-General Amina Mohammed said the meeting was taking place at a time of profound change. “Justice cannot be a privilege. It must protect every person, uphold every person’s rights and leave no one behind,” said Ms. Mohamed. “This Congress is an opportunity to renew our shared commitment to justice and the rule of law, and to translate that commitment into action.” Countries are already being encouraged to put the Declaration into practice through the voluntary Pledge4Justice initiative, under which participating governments are announcing concrete, time-bound actions on crime prevention and criminal justice through 2031. From Kyoto to Abu Dhabi Opening the Congress, UN Office on Drugs and Crime (UNODC) Executive Director Monica Juma framed the gathering as both a response to a changing criminal landscape and a test of international cooperation. “Today, the world convenes in Abu Dhabi to reaffirm that the rule of law and criminal justice are essential to the safety and security of people and the planet,” said Ms. Juma. “At a time when confidence in multilateralism is faltering, let Abu Dhabi be a testament to international cooperation.” Five years after the previous Congress in Kyoto, Japan, Ms. Juma said the world had reached another “inflection point”, with technology and artificial intelligence advancing at extraordinary speed. The same platforms connecting billions of people can also connect criminals, she warned, while digital currencies can conceal illicit profits and digital tools can be used to deceive, manipulate and exploit. Technology, she argued, is not simply accelerating crime but changing its character, while organized criminal networks increasingly exploit weaknesses across borders and institutions. Tweet URL Protecting people as the ‘north star’ Behind those broad trends, Ms. Juma urged delegates to focus on the people most exposed to harm, including children recruited by gangs, women facing violence at home or online, people unable to obtain legal assistance and young people lured into scam networks with promises of a better future. “Protecting these people must be the measure against which we judge our efforts over the coming week,” she said. “It must be our north star.” She called for laws and institutions capable of keeping pace with changing threats, greater access to justice and legal aid, and technology that serves as “a force for good” rather than an accelerator of harm. And while welcoming the Abu Dhabi Declaration as a starting point, Ms. Juma stressed that its impact would ultimately depend on implementation. A week focused on justice Hosted by the United Arab Emirates, the Congress runs through 1 October under the theme Protecting People and Planet in the Digital Age. Some 119 countries are represented, alongside more than 40 justice ministers and other senior officials, with over 5,100 participants from governments, civil society, academia and the private sector. Plenary meetings, workshops, side events and exhibitions will run throughout the session. Organizers are also billing this as the most youth-inclusive Crime Congress yet. Young people are participating in workshops, contributing to follow-up efforts and taking part in a dedicated Youth Lab and art exhibition, following a Youth Forum held ahead of the Congress on 24 and 25 September. UNODC serves as secretariat of the Congress and will support implementation of the Abu Dhabi Declaration.
