Today, the European Commission launched the T-MED Investment Platform, to mobilise large-scale investment in renewable energy and clean technologies across the Mediterranean. The platform is a key component of the Trans-Mediterranean Renewable Energy and Clean Tech Cooperation Initiative (T-MED), a flagship initiative of the Pact for the Mediterranean.

The platform was presented by Commissioner for the Mediterranean Dubravka Šuica during a stakeholder event in Brussels, bringing together European and international financial institutions, private investors and project promoters to identify investment opportunities and projects that could benefit from Commission support.

EU support will include up to €4.5 billion in guarantee capacity under the European Fund for Sustainable Development Plus (EFSD+), helping reduce investment risks, attract private capital and accelerate the implementation of viable renewable energy and clean technology projects across the region. The platform will facilitate cooperation between financial institutions, investors and project promoters, matching promising projects with potential sources of financing and helping turn investment opportunities into concrete projects.

The Mediterranean holds considerable untapped renewable energy potential. The T-MED Investment Platform aims to unlock this potential by supporting investments in renewable electricity generation, renewable hydrogen, electricity transmission and distribution networks, energy storage, cross-border interconnections and clean technology manufacturing.

Beyond financing, the platform will support efforts to improve regulatory frameworks, permitting procedures, grid access and power purchase agreements, while promoting skills development and local clean technology value chains. By addressing these barriers to investment, T-MED will help strengthen energy security, deepen economic cooperation and create new opportunities for sustainable growth across the Mediterranean.

Turning ambition into concrete investments

T-MED is already taking shape through projects that concretely illustrate the initiative’s ambitions and objectives:

  • In Egypt, T-MED is enabling the modernisation and expansion of the national electricity grid, with a total investment value of €1.6 billion. The programme includes the construction of state-of-the-art substations and the installation of advanced transmission lines to integrate solar and wind power generated in the Red Sea and Gulf of Suez regions into the national grid. The investments are expected to reduce transmission losses, improve electricity reliability, strengthen energy security and support sustainable economic development. They will also contribute to regional electricity cooperation and future clean-energy trade and integration across the Mediterranean.
  • In Ain Sokhna, Egypt, T-MED enabled the first Green Ammonia project in North Africa, a €575 million operation, with a European electrolyser at its heart. The ammonia produced is exported to the EU market.
  • In Egypt, through an EU guarantee T-MED has enabled the construction of one of the biggest hybrid solar photovoltaic projects in Africa worth around €430 million.
  • The Niat and Rasgha Wind Projects in Egypt will bring 500 MW of new onshore wind to the Gulf of Suez, strengthening the renewable base for Egypt’s future hydrogen production through European wind technology.
  • In Tunisia, T-MED is supporting the construction of two 100 MW solar photovoltaic plants and their associated transmission infrastructure, amounting to total EU support of about €92 million and €80 million respectively. The projects will back private sector participation in the Tunisian power sector and increase the country’s energy security and resilience.

Background

The T-MED Investment Platform reflects the Pact for the Mediterranean’s ambition to build a Common Mediterranean Space that is connected, prosperous, resilient and secure. By translating this shared ambition into concrete investment opportunities, the EU and its partners aim to support the diversification of renewable energy systems and supply chains, create new economic opportunities and contribute to the region’s long-term prosperity and stability.

By 2035, T-MED aims to mobilise up to €25 billion in expected investments in renewable energy production, electricity grids, interconnections and clean technologies, alongside the training and upskilling of up to 10 000 workers.

T-MED is a flagship initiative of the Pact for the Mediterranean, which was developed by the Commission and the European External Action Service, and adopted by the College in October 2025, ahead of its official launch by EU and Southern Mediterranean partners on 28 November 2025, on the occasion of the 30th anniversary of the Barcelona Declaration. Rooted in the principles of co-creation, co-ownership and shared responsibility, the Pact is the result of an unprecedented, inclusive consultation process, ensuring alignment with the real needs and aspirations of the citizens on both shores of the Mediterranean. It is a joint effort between the EU, its Member States and the Southern Mediterranean partners, to work together on shared priorities for a connected, integrated, prosperous, resilient and secure Common Mediterranean Space.
