Commission launches new tool to support digital teaching and learning in schools

The European Commission has today unveiled a new tool to help all schools in the EU, as well as in Russia, Georgia and Serbia, to assess how they use digital technology for teaching and learning. In the EU, SELFIE (Self-reflection on Effective Learning by Fostering the use of Innovative Educational Technologies) will be offered to 76.7 million students and teachers in 250,000 schools on a voluntary basis. It is being launched in 24 EU languages with more language versions to follow. Any interested school (upper primary, secondary and vocational education schools) can sign up on the SELFIE platform and run the self-reflection in their school.The Commission’s goal is to reach 1 million students, teachers and school leaders by the end of 2019.

Before launching SELFIE at IX High School Klementyna Hoffmanowa, a secondary school in Warsaw, Poland, Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, said: “SELFIE can help our schools to embed technologies in teaching and learning in a purposeful, comprehensive way. By bringing together the views of school leaders, teachers and students, it can play an important role in making education in Europe fit for the digital age. I am confident that SELFIE will help us to strengthen Europeans’ digital skills. This is key if we want to enable everyone to seize the opportunities of globalised, knowledge-driven economies. And it is indispensable for building societies in which people are confident, critical users of new technologies, rather than passive consumers.”

SELFIE is one of the 11 initiatives of the Digital Education Action Plan presented by the Commission in January this year. The Action Plan aims to boost digital skills in Europe and support the innovative use of digital technologies in teaching and learning.

How SELFIE works

Once a school decides to use SELFIE, students, school leaders and teachers reflect on a series of short statements to assess if technology is used in teaching and learning. The tool is modular, and schools can choose from a series of optional statements and add up to eight customised questions to suit their respective needs and priorities. The statements take between 20 and 30 minutes to complete. The school then receives a tailor-made report with the results. The SELFIE School Report can then be used for a dialogue within the school community, to define steps to improve the use of digital technology for better learning. This could include, for example, specific training for teachers or support for students on issues such as online safety. All responses to SELFIE are anonymous and no personal data is collected. The data will not be used to rank schools or education systems.

Next steps

SELFIE is already available in schools in Serbia, and from early next year, it will be made available to all countries in the Western Balkan region. The first SELFIE conference will be organised in Madrid on 4-5 April 2019 in partnership with the Spanish Ministry of Education. The event will bring together schools from across Europe using the tool, and their experiences and feedback will be used to further improve it.

The Commission will also develop support materials for schools to help them take the steps needed to enhance their use of digital technologies after they have completed SELFIE. And the Commission is exploring potential synergies with existing networks of teachers and schools, in particular eTwinning, an online platform supported by the Erasmus+ programme that has grown into the world’s largest teachers’ network.

Background

The launch is taking place today at a secondary school in Warsaw where Commissioner Navracsics is also attending the eTwinning annual conference. Commissioner Navracsics and the Polish Minister of Education, Anna Zalewska, are visiting the school to meet students and teachers and see how the school is embedding technology in learning.

The Commission has worked in partnership with ministries of education and a community of experts on digital education from across Europe to develop the SELFIE tool. Partner institutions include the European Training Foundation, the European Centre for the Development of Vocational Training (CEDEFOP) and UNESCO’s Institute for Information Technologies in Education.

An early version of the tool was tested last year with 650 schools in 14 countries. This pilot produced 67,000 comments on how to further simplify and improve the tool – feedback that was integrated into the version launched now.

Countries adopted on Saturday a new global blueprint for tackling rapidly evolving forms of crime, as the UN’s largest gathering on crime prevention and criminal justice opened in Abu Dhabi with a call for stronger international cooperation. The Abu Dhabi Declaration was adopted by acclamation at the opening of the 15th United Nations Congress on Crime Prevention and Criminal Justice, bringing governments together around challenges ranging from cybercrime and fraud to the growing criminal exploitation of digital technology. The Declaration highlights an increasingly complex landscape in which services, infrastructure and technology can be exploited by criminals, including emerging trends described as “crime as a service” and “violence as a service”. At the same time, countries committed to making greater use of technology themselves, including by digitalizing justice systems and harnessing artificial intelligence in criminal justice responses. The Declaration stresses that safeguards must accompany those changes, including human oversight, transparency, due process and data protection. ‘Justice cannot be a privilege’ In a video message to the Congress, UN Deputy Secretary-General Amina Mohammed said the meeting was taking place at a time of profound change. “Justice cannot be a privilege. It must protect every person, uphold every person’s rights and leave no one behind,” said Ms. Mohamed. “This Congress is an opportunity to renew our shared commitment to justice and the rule of law, and to translate that commitment into action.” Countries are already being encouraged to put the Declaration into practice through the voluntary Pledge4Justice initiative, under which participating governments are announcing concrete, time-bound actions on crime prevention and criminal justice through 2031. From Kyoto to Abu Dhabi Opening the Congress, UN Office on Drugs and Crime (UNODC) Executive Director Monica Juma framed the gathering as both a response to a changing criminal landscape and a test of international cooperation. “Today, the world convenes in Abu Dhabi to reaffirm that the rule of law and criminal justice are essential to the safety and security of people and the planet,” said Ms. Juma. “At a time when confidence in multilateralism is faltering, let Abu Dhabi be a testament to international cooperation.” Five years after the previous Congress in Kyoto, Japan, Ms. Juma said the world had reached another “inflection point”, with technology and artificial intelligence advancing at extraordinary speed. The same platforms connecting billions of people can also connect criminals, she warned, while digital currencies can conceal illicit profits and digital tools can be used to deceive, manipulate and exploit. Technology, she argued, is not simply accelerating crime but changing its character, while organized criminal networks increasingly exploit weaknesses across borders and institutions. Tweet URL Protecting people as the ‘north star’ Behind those broad trends, Ms. Juma urged delegates to focus on the people most exposed to harm, including children recruited by gangs, women facing violence at home or online, people unable to obtain legal assistance and young people lured into scam networks with promises of a better future. “Protecting these people must be the measure against which we judge our efforts over the coming week,” she said. “It must be our north star.” She called for laws and institutions capable of keeping pace with changing threats, greater access to justice and legal aid, and technology that serves as “a force for good” rather than an accelerator of harm. And while welcoming the Abu Dhabi Declaration as a starting point, Ms. Juma stressed that its impact would ultimately depend on implementation. A week focused on justice Hosted by the United Arab Emirates, the Congress runs through 1 October under the theme Protecting People and Planet in the Digital Age. Some 119 countries are represented, alongside more than 40 justice ministers and other senior officials, with over 5,100 participants from governments, civil society, academia and the private sector. Plenary meetings, workshops, side events and exhibitions will run throughout the session. Organizers are also billing this as the most youth-inclusive Crime Congress yet. Young people are participating in workshops, contributing to follow-up efforts and taking part in a dedicated Youth Lab and art exhibition, following a Youth Forum held ahead of the Congress on 24 and 25 September. UNODC serves as secretariat of the Congress and will support implementation of the Abu Dhabi Declaration.
